Non-professional foreign worker employment visa ( -9 ) additional industries allowed
Foreign workers will be able to legally work in service industries such as restaurants, cafes, convenience stores and hotels. It will be possible to issue employment visas for simple development personnel needed in the information and communication ( IT ) industry, and foreign workers will be able to find employment in the transportation and warehouse and plant industries. The government tentatively decided to drastically revise the employment scale (quota) of non-professional foreign workers ( E-9 ) and add these industries that lack manpower to the list of industries that allow foreign workers.

According to the coverage of the Asian economy on the 11th, the government recently prepared a 'reform plan for the introduction of foreign workers' containing these contents. Relevant ministries such as the Prime Minister’s Office, Ministry of Strategy and Finance, Ministry of Employment and Labor, Ministry of Justice, and Ministry of Industry plan to include these details in the foreigner policy basic plan to be announced in the second half of the year.

Currently, the industries that allow E-9 visa employment are limited to manufacturing, construction, fishing, agricultural and livestock products, and some service industries (construction waste treatment, recycling material collection and sales, refrigeration/freezing warehouse, publishing, etc.). The E-9 visa is a work visa issued to foreign workers to perform simple tasks in industries where there is a significant shortage of manpower in Korea. Since last February, the government has allowed the hiring of additional E-9 foreign workers only for loading and unloading jobs in some service industries and unloading and loading workers in some service industries, where manpower shortages are severe, but it was evaluated that it was not enough to solve the job shortage.

The government has decided to expand the employment permit industry to address the blind spot of manpower shortage. First of all , it was decided to respond to the lack of jobs in the service industry by adding lodging and restaurants to the E-9 employment permitted industries. Currently, only foreigners who have received a Korean ( H-2 ) visa for overseas Koreans or a study abroad ( D-2 ) visa that allows only part-time work within 30 hours per week can be hired. A government official explained, “The reality is that most illegal workers are working unless there are other cases.” It is a measure that allows foreign workers from Southeast Asia who have received an E-9 visa to be hired by reflecting the realistic demand of accommodations such as hotels, restaurants, cafes, and convenience stores .

The information and communication industry is also added to the E-9 employment permitted industries. Currently, foreigners with professional knowledge such as developers or designers must obtain an E-7 visa , which is issued to skilled and professional workers, to work in Korea . Unlike the E-9 visa , the E-7 visa generally requires a bachelor's degree or higher, certificates, and experience, so stricter requirements are set than the E-9 visa . IT and startups are having difficulty hiring the development manpower necessary for simple development work. The official said, "Currently, engineers and developers from India mainly come in with an E-7 visa , but the requirements are difficult." ”he added
